The City of White Rock embarked on a planning process to create a new Official Community Plan for their community. The plan included strategies for strengthening the town centre, connecting the city’s neighbourhoods with the waterfront, protecting affordable rental housing stock, and integrating land use and transportation infrastructure including along the rapid transit corridor that borders the City of Surrey.

This process also necessarily focused growth within existing neighbourhoods as White Rock is bounded by neighbouring municipalities and ocean. As such, there was extensive community engagement on the location and form of growth, including priorities for development type, character, and height transitions.
