Following adoption of their OCP, the City of Victoria undertook neighbourhood-level engagement to determine how to sensitively intensify mature neighbourhoods. Since infill can be one of the most polarizing aspects of planning, it was important to help residents connect the dots between compact growth and their community goals. Experiential mapping was used to collect participants’ desired experiences in their neighbourhoods, in an effort to focus on “ends” like housing choices and walkability, before getting to the “means” (e.g. intensification). Graphic facilitation was provided in real time, sketching and depicting experiential vignettes. Other tools included visual preference exercises, allowing for the selection of photos showing desired urban design and form.
